Was after effects used to create this?

Hi

I've stumbbled upon a nice video that uses techniques that I'm not sure could be achieved on After Effects:

Can somebody tell which software is used to produce this kind of video? Is this done using frame-by-frame animation?

As always: You'll have to ask the original creator on specifics of how this was created. Could it be done in AE? Absolutely! A bunch of imported graphics, basic transform animation, a few effects for wind wobbling, lots of hand-animation of paths with strokes and fills. Perfectly doable, it's just going to require some experience and patience in execution.

I think it is a combination of frame by frame animation and After Effects. Some transitions look very organic and made by hand, other looks like interpolation between keyframes. You can do it with Animate and After Effects.
