It's probable that it was made in After Effects. 

There are plenty of other character animation tools out there, such as Adobe Character Animator, or Reallusion's Cartoon Animator, for example:

Many videos use a combination of software tools to achieve the final result.  That may be the case here, but there's nothing in the video that can't be achieved in After Effects.
