What is the relationship between the position property and the anchor point?

Es totalmente comprensible pues esto suele ser la primera confusión de quienes comienzan a utilizar After Effects.

La Posición es la que te da la ubicación en X, Y ( y Z cuando es 3D) de tu elemento gráfico dentro de la composición. El Anchor Point es el eje de tu elemento gráfico y es de donde se toma la posición de tu elemento en la composición. Es desde el Anchor Poit desde donde todo va a suceder cuando ajustas una propiedad de tu elemento, si está en el centro se escalará desde el centro, rotará desde el centro, etc., si tu Anchor Point está abajo a la derecha de tu elemento igualmente todo sucederá desde abajo a la derecha. Si tú ajustas el Anchor Point te darás cuenta que tu elemento gráfico se desplaza pero el icono del Anchor Point el del centro de tu elemento no se mueve, porque si se moviera estuviera cambiando su posición, pero lo que está cambiando es el Anchor Point del elemento. Incluso puedes ajustar tu Anchor Point de manera que salga del perímetro de tu elemento gráfico desplazándolo, sin embargo si por ejemplo haces que rote todo rotará desde el Anchor Point.

Espero haber aportado a tu comprensión de la diferencia entre estas dos propiedades de transformación, te sugiero practicar y practicar, es la mejor vía para comprenderlo.

The Anchor Point coordinates are a position on the Source Footage while the Position coordinates are where the Anchor Point is positioned in the Composition.

If a Source Footage item's dimensions are 1080-by-1080, the Anchor Point will be at located at 960, 960 by default with the Position value reflecting where that Anchor Point is in the Comp.  Let's say the Comp is 2160-by-2160 and the Source Footage is aligned at the center.  The Anchor Point at 1080-by-1080 will be positioned at 1080, 1080.

If you want to move the Anchor Point without changing how the Source Footage registers with the other layers of the Comp (that is, it remains in the same relative position within the frame), use the Pan Behind (Anchor Point) Tool to change the Anchor Point value and Position value at the same time.  Be mindful of using this Tool if the Time-vary Stopwatch is enabled for Anchor Point or Position.  It tends to be better used before animating either of those two properties.  If those properties are already keyframed, it might be better to parent the Layer to a Null Object.
