As Mylenium suggested, it could be OS or a driver related issue. I'd start with updating Windows. If that doesn't help, create a new user account and try to launch After Effects in it.
Without proper system information we can't tell you much. A crash so deep in Windows' core suggests that there is a security issue or a botched/ incompatible driver, though, so look into that.
