What tool is best for animating this circlular wave?

Could someone please tell me which tool would be best for animating this image so it become an abstract moving wave? I have tired animating it using Puppet pins but its very staggered. Is there a better tool? Thank you!

Usual you would create one path which you animate. Then there is a repeater option in the path property (you may have to add it before) which creates the duplicates.

I would recommend you look into tools like Plexus or Trapcode 3D Stroke. Both can be enormously helpful. Especially Plexus could re-create the entire setup easily with full animation control using its shape interpolation features and coloring based on lights. Of course it costs money, but could be totally worth it. Other than that look at the Radio Waves effect, CC Time Blend effects and traditional time-remapping techniques to replicate paths or a pre-comp and have variations in it. Will be laborious, though, and require lots of tweaking.
