Which laptop is suitable for after effect

I prefer, the apple macbook pro, so any M1 pro or max with 32 gb ram will be a good laptop 

I'm guessing when you talk of a 45K budget, you're not referring to dollars, euros or pounds?

Along with making sure your laptop meets the minimum spec, I'd suggest prioritising RAM over processor speed.  Comps can always take longer to render and if at all possible include a second SSD for your RAM cache.  Make sure your main SSD drive is at least 500 Gb (this fills up fast) - and try to keep your production files off this - even if that means a USB drive.  

One personal preference is for Nvidia GPUs over AMD - they just seem to be more compatible with programs like Element 3D. 

For a while I ran AE on a laptop and upgrading is a frustratingly limited option.  Depending on your budget, if you can afford one that has a dock compatibility, you could (in future) buy a new Desktop GPU and connect that to your laptop.
