I would like to buy a new MacBook to edit YouTube videos with Premiere. Additionally, I would need to do some things in Adobe After Effects. Would the new MacBook Pro with the Apple M3 chip, 8-core CPU, 10-core GPU, and 24 GB of RAM be sufficient for this?

It should work just fine. I just upgraded to a loaded M3 Max, and it's amazing. My earlier M2 worked great with 32 GB of ram.
