why does the vector of Ai file not work in Ae?

When importing a Ai file into the Ae, clicking the gear changes the vectorization of the file slightly.

If you increase the Magnification, you are increasing the scale of the view of the Composition and that will look pixellated. The After Effects Comp is similar to a Photoshop document in this respect.

Leave the Magnification at 100% and scale the Layer to 400%.

When you mention "gear", it sounds like you mean the Continously Rasterize Layer Swtich. You can read more about that here: https://helpx.adobe.com/after-effects/using/layers.html#continuously_rasterize_a_layer_containing_vector_graphics

Vecter based source footage is rasterized upon import into the After Effects project at the full size of the vector object.

Enable this Layer Switch when source footage for the Layer is vector based and the Scale is increased more than 100% to tell After Effects to continuously rasterize (or keep rasterizing) the vector artwork. If the Scale value is not set higher than 100%, this swtich does not need to be enabled.

A way to see the obvious quality difference is to import a vector graphic that is about 500 points by 500 points, add that to a 1920-by-1080 Composition, while the Comp Resolution is set to Full and the Magnification is set to 100% change the Scale parameter to 300% and then enable Continously Rasterize.

It's worth noting that if the Layer source is a nexted Composition that this switch is the Collapse Transformation Swtich.
