Why I cannot move this object? "Adjustment layer"?

Hey guys, I have a problem with a template I downloaded. I cannot move the visualizer, I can only move it horizontally but I want to put it in above of the white rectangle. It is said "adjustment layer" and editing the xandy pos. doesn't change anything.

That's nonsense. Adjustment layers affect content below them and since they are typically solids that cover the the whole comp, you won't see much of a difference until the covered area changes. You need to move the effect using the built-in effect controls or restructure your comp.
