I want to make an advertisement for screen board which is 7 meters in wide and 3 meters high. So what should be the height and width of a new composition in After effects?

Call the client.  Get delivery specifications.  That's the only way you'll know for sure.  And don't assume they'll think you're dumb.  Tell them you're being thorough and want to do things right the first time.

The size of the display device is irrelevant.  Think about this:  I can watch a video on my phone.  That very same video can be projected on the side of a building.  Do the number of horizontal & vertical pixels change?  No.  That's why you need delivery specs.

The fastest way to look stupid is not to ask the client or the sign board maker for the specifications. There are no standards for this kind of display. They are almost all different.

Could you please let me know that what should be the suitable template for big advertisement boards? More over when I render my final comp, the video player does not display it in full screen, some of the space above/sides is black, how to render my comp to cover full space?
