Win10: AE2019 Installer Hangs at "Loading..."

Hi all, need help with a really strange problem.

I just bought a new MSI Titan, it came with Windows 11 but I upgraded (not a mistake) to Windows 10. Now I'm getting all my apps set up, and to my bewilderment an old installer that I have for AfterEffects 2019 opens, but it gets stuck on "Loading..."

This is a file I got straight from Adobe, and it works on two others machines with the same OS, so I'm at a loss for why I can't get it to install on this new one.

I tried reaching out to Adobe support about this, but of course their cop-out answer was "AfterEffects 2019 is no longer available."

I've tried all the usual stuff, re-extracting the ZIP file, disabling Defender, running as an administrator, the works. An old installer for AE 2021 worked just fine on this same machine, so I'm at a loss for what the issue is here.

Can anyone help me with this?

Would you set the compatibility?

 

C:\Program Files\Adobe\Adobe After Effects CC 2019\Support Files\AfterFX.exe

1. You choose AfterFX.exe and right-click Properties.

2. You choose Compatibility tab and Compatibility mode.

3. You choose older environments.

Unfortunately there is no AE CC 2019 folder in the Program Files folder...seeing as the problem is I can't get the installer to run. I did try setting compatibility mode on the installer, but it had no effect.
