This is still happening on 24.4.1. Adobe, what are we doing here?

I have the same problem, just rendered a batch of videos out of Ae (Render Queue not AME) and they are all dated 11/10/2020, nine days in the future 0_0 My computer's clock is accurately displaying today's date, as are any new folders I create or modify. Running on Win10 and latest Ae build (non-beta).  On the default Windows Explorer view under "Date" it shows 11/10/2020 for these files, but if I change the settings to display specifically Date Created or Date Modified it shows today's date, 11/01/2020. MediaInfo shows today as the "tagged date" but 11/10/2020 as the Encoded Date.  I just noticed it today but apparently it's been happening a while as some videos I encoded several days ago are dated 11/6/2020.
