Zoom Out Transition not working

I'm trying to make a zoom out transition with motion tile but no matter how many times I try it it's not reflecting and the mirror edges setting isn't working??

Well, your footage is much larger than the comp. The effect is probably working just fine. You are just misunderstanding the workflow. You need to crop your footage by precomposing it and apply the effect to the resulting comp-based layer, not the source footage.
