Zooming in on a specific section of video

Hello.What I am trying to accomplish:Have video setup in After Effectspick a section of the videoZoom in on a specific arealet play for a few secondstake the video back to normal positionThe problem I am having is I can't figure out how to select the specific area to zoom in onI've tried "Mask" but that's not doing what I thought it would do.When I try using anchor points for scale, it's only zooming in to the middle of the video.How do I get it to select let's say the bottom left corner of the video to zoom in on?

No offense, but you seriously need to brush up on the basics and read the online help. Here's just some basic guidance:

The zoom itself would simply be a duplicate of the layer.
The zoom region itself would either be the scaling layer in an otherwise static pre-composition or a technique involving a track matte.
The anchor point of a layer can be set however you want.
