Development of questions/plug-ins for audio lip-sync function

Hello. Please understand that I am inquiring using a translator because I am not familiar with English.

We are currently having difficulty producing animations.
Lip-syncing takes too much time.
Since it is a non-English speaking country, the basic lip-sync function provided by Animate is difficult to use.

There is a function called Audio bone wiggle in the Mohanimation program.
It is a function to insert audio and give or subtract the rotation value according to the audio volume level on the selected bone.
These functions will greatly help you reduce your working time, but do these functions already exist as plug-ins or external APIs?

If not, what are the alternatives?

Or, would you have a lot of trouble developing a simple plug-in or script for these features?
I've never built a plug-in within an animate, so I need a lot of help.
