Audio levels in multitrack differ from individual files

Hello,

When editing individual files, saving and going back to the multitrack sequence, I am noticing that my levels, which are set at -6db or -3db, are automatically raised even higher in the multitrack sequence output mixer. The files have matching settings and there is no effect on the single or master tracks in the multitrack sequence. Any thoughts on what could be causing this?
