Why is my 8 bit 8,000 hz recording showing up as 16 bit in the saved file?

I am recording a message for an IVR system using the client's specific settings of 8 bit, mono, 8,000 htz. When I re-open the file after saving it as a ulaw the properties have changed to 16 bit. How do I get it back to 8 bit?
