Bridge 12 Bridge-hosted ACR doesn't open files into PS

Using Bridge-hosted ACR and clicking Open, the RAW file is not sent to Photoshop 23.0. Photoshop is launched if not running.

After changing file associations (not done by the installer) opening the RAW file from Bridge correctly switches to PS-hosted ACR.

Shift-Open to bypass ACR also does not work.

This may be related to my other post regarding BridgeTalk from Bridge to PS not sending files.
