Bridge 2019 lauching during startup

Since installing Bridge 9.0.2.2019 I have randomly experienced a very slow startup on my Windows 10 PC, when I sign to Windows in Bridge has already launched but is not responding, closing Bridge leads to a 5-10 minute wait while it reports to Microsoft and closes. I can the launch Bridge but it is reset to defaults, it run OK then, but after one of these unwanted launch at startup events Photoshop seems to run slower, usually a slight lag when using clone, eraser and spot healing tools.

Bridge is not Enabled in my Startup menu.
