Bridge 2021 Export without including original metadata

I am not sure if what I describe is a bug or something else.
I created a Custom Export template in which I unchecked the "Include Original Metadata" box. Images are exported in JPEG format.
When I use this template, some images have all metadata stripped as I would expect but some do not , their Camera Data (Exif) is not stripped while other metadata is. I tried also to exclude the metadata from the same file, but  sometimes it gets deleted and sometimes no.

I have tested this starting with a variety of image formats, JPEG, TIFF, DNG. I am unable to discern any pattern which identifies problematic images.

I noticed silmilar behaviour.

I don't have a proper solution but I did discover that if I created a Custom Export template in which I unchecked the "Include Original Metadata" box and most importanly did nothing else at all other than save in the same image format e.g. jpeg, then the stripping of metadata seemed to work every time. As a second stage I could then run other custom exports without issue.

This obviously involves two stages in the export process rather than one and really should not be necessary. Certainly looks like a bug to me.
