Bridge sometimes keeps meta from RAW sometimes not.

Some CR2 and CR3 files will open from Bridge, others will not. I have to open them by dragging to the 2023 PhotoShop app logo. Then when Done and back in Bridge, I can type in metadata but get this error message

 If I move the files to an external hard drive and select that hard drive in Bridge, I can add metadata that saves.

In System Prefs have Bridge checked in Full Disk Access and in Files and Folders with Full Disk Access. Also read and write in Info 

 IN Bridge Preferences--Supports XMP is checked

 Why won't Bridge keep metadata when adding it to a RAW file on my working computer, when it will do so on an external hard drive. Bridge used to do so.
