Camera raw not enabled.

I have gone through these forums as best I can, every other problem with this seems to be resolved by simply launching Photoshop or Lightroom. Neither of those have worked for me, and I'm not getting any error message. If I right click on an image, open in camera raw does not appear in the context menu. If I select an image and go to file, open in camera raw is grayed out. I have rebooted my system relaunched Photoshop relaunched bridge, nothing is making it come back. What can I do?
