Deployment package fails to install because it's trying to connect to Adobe servers

Hi support community,

The whole point for me of  the offline deployment package is that it's offline but I am not preparing the package correctly I guess.

I tried self service package and managed deployment (deselecting all options).

 

During install, it fails and I see this in PDAapp.log:

 

10/07/20 11:04:30:745 | [INFO] | | ASU | DeploymentManager | | | HTTPConnector | 29208 | GetIEProxyInfo - Failed to get proxy for the url, error:12180
10/07/20 11:04:31:058 | [INFO] | | ASU | DeploymentManager | | | HTTPConnector | 41820 | HTTP Request Status code 200.

 

and at the end a few lines later:

 

10/07/20 11:04:31:890 | [INFO] | | ASU | MSIInvoker | MSIInvoker | | | 26528 | The return Code from Create Process (1603).

 

 

I believe that because its looking for a proxy, that that error 1603 is a final cause and is related to that lack of connection. 

These are offline systems. What can I do to make the installer work?
