How do I force "process collections in photoshop" to process as HDR sets?

When I to to tools/photoshop and select "process collections in photoshop," it stacks HDR sequences properly but then processes them as though they are panoramas.  They are 100% overlapped and have 1 stop exposure differences.

    What file format? Do the images have metadata for the bracketed exposures?

    I have done some more investigation.

    All the files I’ve used have lots of metadata including exposure and time stamps.

    I just tried it on CR2 files located on an internal SSD and it worked.

    Poking around a bit, it doesn’t seem to like either TIFF files or files (CR2 and TIFF) stored in network attached storage even though they retain all their metadata.
