Is the option to disable needing to press command when applying Labels no longer in settings?

Is the option to disable command when applying Labels no longer in settings? I'm not seeing it, I've looked several times in every option in the Settings.

 

And if this option was removed.... why? Why does Adobe insist on having different keyboard commands between similar programs? You just push a number to apply a Label in Lightroom.

    Simple answer is "no" but it can be accomplished with a little effort using the new(ish) custom shortcuts. See here.
