Merge to HDR Pro will not launch - Bridge version 14.10.257 and Photoshop 25.9.0

Upgraded Bridge and Photoshop last week. Merge to HDR pro shows up in Bridge but it will not launch Photoshop and perform the merger. 

Bridge version 14.10.257 and Photoshop 25.9.0

I have a windows 11 pc
