Multiple Users in Bridge via Creative Cloud possible?

For multiple users, you need a DAM solution with a central database. Something like Canto Cumulus or Adobe Experience Manager. These are not cheap but they are designed from the ground up as a central image management system.

Nope, not possible.

From the very beginning of Bridge, it was designed to be used on a computer and connected to external drives. It was never designed to work with servers or cloud services. Some users find that it does work and think it can — until it doesn't and then get pissed at Adobe and/or Bridge. But those occurrences are more based on luck, and luck is not the best way to run a company. 

Keywords are generally baked into files, so there is no general storage area in Bridge that can support the data for each file. The files for storing the keyword lists are on the computer and are not designed to live in a cloud system. 

The Lightroom Universe (Lightroom Classic, Lightroom Desktop, Lightroom Web, and Lightroom Mobile), are also meant to be single users only, but it is possible to have shared Collections. This might work for you, but my knowledge of them is very weak, and I cannot guide you through the possibilities. 

There are professional image storage options, but I have never worked in such an environment; I cannot even think of a name, let alone recommend one. 

I wish I could help you more, but all I do know is that Bridge will not be the product that will satisfy your needs. I'm sorry.
