"Open With" allows Photoshop Plugins to be used from Bridge

I've just seen a YouTube video in which the author, a MAC user, is able to use "Open With" from Bridge to run a Photoshop plugin on a file without using Photoshop.

I've tried this on a Windows PC and "Open With" does not show a list of Photoshop plugins that are installed on my PC.

 

Is this feature just something that is available for MAC only

This isn't really a feature of Bridge, and some plug-ins actually have a standalone app that can process files. It seems that Windows has some system issues with showing available apps that can open a particular file type.
