Photo Downloader Dialog Box Not Opening - No Error

When I click Get Photos From Camera in Bridge, nothing happens. There is no error and no Photo Downloader dialog window. I use this all the time to import photos from my SIM cards.

I have tried uninstalling and reinstalling and installing an older version and re-upping back to the newest version. No change at all in functionality.  Any ideas?
