Photos will not rotate - Bridge 10.0.3.138

On Windows 10 PC with Bridge 10.0.3.138 freshly downloaded and installed, not using previous settings. I cannot rotate a photo, not with short cuts nor with  quick key nor with Edit/Rotate 180 (or 90 either way). Photos are .jpgs.

 

Any suggestions? I've tried clearing cache. I uninstalled/reinstalled. Nothing has made a difference

 

UPDATE: Took a week to get back to this project. Now rotate works. Not sure what changed in the meanwhile...

What kind of photos and where are they stored?

They are .jpgs. It took me a week to get back to this project and now they are rotating fine. I'm not sure what changed. Thank you for the reply.
