Thanks so much for your interest, I have been busy with other things so only tried your suggestion today.
This is my home PC so yes it is an administrative account by default.
I had a series of crashes on Windows 10 and needed to reset so I tried to reinstall CS6 from the Adobe Photoshop CS6 Extended DVD. It says its preactivated on a pre-registered and pre-paid license. The license that appears on the Photoshop version has 20 digits and isn't recognised by the Adobe ID account.
Windows 10, 64bit, installed on C drive as it defaults to Program x86/Photoshop CS6.
I used the Creative Cloud cleaner today, and reinstalled on the DVD.
I installed it without any compatibility settings, and each time it opens I need to confirm that I want this program to open.
I found that PS installed but Bridge failed again.
OS Name Microsoft Windows 10 Pro
Version 10.0.17134 Build 17134
I located the Problem Details log; I have had similar logs for each time I tried to install

I googled the error codes and came up with a useful discovery.
I didn't want to reinstall again, and on a previous occasion I was unable to install Adobe Bridge CC 2018, so …
Regedit/ HKEY_CURRENT_USER\Software\Adobe\Bridge
I changed the key to xBridge, and restarted the PC.
I was able to install Bridge CC 2018.
Bridge is working with access to Camera raw, and I am happy.
Only flaw is that I cannot link Bridge with PSCS2 as it was installed to C:\Program Files (x86)\Photoshop CS6\x64 and it assumes installation in C:\Program Files\Adobe\Adobe Photoshop CS6
