Problems installing Adobe Output Module for creating PDFs

i followed all the instructions:

How to install Adobe Output Module in Bridge CC 2017

the Output workspace shows up in the Window > Workspace as it should, but the PDF button does not appear as it should:

Create web galleries and PDFs with Adobe Bridge

i've tried closing Bridge and relaunching it (and all other adobe programs and just launching bridge) but the tray on the right is still vacant, with no PDF button up top.

your advice would be sincerely appreciated!
