Puzzled by keyword display

I deleted my keyword structure in Bridge by accident and am going through my images and recreating them as I click through the images.  The problem I was trying to solve is showing up. 

Why do some keywords show up as "Keywords"  and then again as "Other Keywords"?

In addition, I have this display at the top of the Other Keywords list.  This keyword is in the Other Keywords as well.

Why does this show up twice in the Keywords and with the different indentation?

I can see that the category "Assigned Keywords" shows which keywords have been assigned to an image when you click on the image, but the split between Keywords and Other Keywords is something I can't understand.

I have searched for information and can't seem to find a discussion about this.

I have make all the keywords in Other Keywords persistent.  I have closed Bridge and reopened it, and the display is the same.

Any advice would be appreciated.

    There is a better way than manually rebuilding the entire list:

    Perhaps you could upload a crop screen capture of your keywords panel showing the issue?

    I believe that “other keywords” are the default category/location for “uncategorised” keywords – persistent or not. Once you have categorised them into “top level” parent keywords and possibly child “sub keywords” they will have their own category/location. By default, keywords are simply stored in the image file “flat, as is”, the image file does not contain any reference to top level or sub keyword structure, that structural information is stored in the Adobe Bridge Keywords.xml file. Consider the following example:

    Hue

      Blue

      Green

      Red

    Other Keywords

      test1

      test2

      test3

    The parent “top level” keyword of Hue is not indented, while the child Blue, Green and Red are all indented (tab character) and are “sub keywords”. These three sub keywords have been manually grouped under the top level keyword.

    The “Other keywords” list is automatically created by Bridge for “loose” keywords that have not been manually grouped into categories. Note that test2 is not persistent (as indicated by italics), it would only become visible in the list of keywords if the file was selected in Bridge.

    A simple way to turn a large list of “Other keywords” into regular keywords would be to:

    1) Export the keywords out to plain text file, the result would be something like this:

    Hue

          Blue

          Green

          Red

    [Other Keywords]

          test1

          test3

    2) Create a second backup duplicate of the exported keyword file, just in case you need to revert back to where you started

    3) Edit the working text file to remove the [Other Keywords] entry and to remove the indented tab character from these files, the result being something like this:

    Hue

          Blue

          Green

          Red

    test1

    test3

    4) Clear and Import the edited working file

    Thanks for the information.

    In the meantime, I have discovered some more information by looking in Martin Evening's book Adobe Photoshop CC for Photographers.  "Other keywords.  As you enter keywords via the File Info panel, any keywords that are unrecognized will appear listed under the category: 'Other Keywords'."

    I have entered many keywords in the File Info panel so that explains whey they are popping up as Other Keywords.

    I can also see that I can drag the Other Keywords into the Keyword list.

    But, really, I wonder if that is at all necessary.  I just want one list.  Do I need to be concerned whether the list is under Keywords or Other Keywords?  I don't use the hierarchy system.

    I also discovered that I can repopulate the keywords by selecting all images as the keywords are in the Info Panel so that is actually the simplest way to recover keywords for me right now.

    I have been able to delete the unusual keywords which had the strange indentation so I now know how to clean that problem up.

    Any thoughts on my plan.
