smarter smart collections?

I have been organizing my images by date, with nested folders like this:

e:\2019-04-14 Photoshoot - Park\   [ contains all .net and .jpg files directly from the camera]

e:\2019-04-14 Photoshoot - Park\wip [ works in progress ]

e:\2019-04-14 Photoshoot - Park\wip\smalljpg [ copies of the jpg files resized to 25% and saved with a slightly higher compression to speed up browsing for the best pictures]

e:\2019-04-14 Photoshoot - Park\wip\smalljpg\thumbs [ jpg files resized to 5%]

And then repeat for more folders:

e:\2019-06-04 Photoshoot - Lake\

e:\2019-06-20 Photoshoot - Waterfall\

e:\2019-07-05 Photoshoot - Fireworks\

You get the idea.

What I'd like to do is have a smart collection of all of my small jpg files from 2019 where the criteria are something like

Filetype:  jpg

Location: e:\2019*\**\smalljpg  [double * to indicate that there could be zero or more folders in the the path]

Subfolders: no

If I had to list each location's full path and use an OR, that would be ok.  I would also be ok with making a smart collection of smart collections.  Tedious the first time I set up the existing folder structure, especially for 2017 and 2018, but after that it wouldn't be bad.

But I'm just not seeing a way to have a smart collection as the source of a smart collection or a way to include multiple directories.  It also looks like once you set a directory, the only criteria is for the file *name* not the *path*, otherwise I could set the folder to e:\ and have a criteria that said the path was *smalljpg*.

Am I missing something or thinking about this with the wrong terms?

    Why not create a keyword for those files then use that for your collection?
