Thumbnail function CopyTo doesn't doesn't complete copying of large files.

I noticed that Thumbnail function "CopyTo" doesn't complete copying of large files more than 1.5 GB!

I have mp4 file which is about 21 GB, when executing this function a new file appears in the target location but the process stopped at 1.49 GB!

Is there a solution?
