Windows 11 - Camera Raw handoff to photoshop not working

Using a Canon 90D CRW file.  Bridge, RAW and Photoshop are all 2023 levels.  Perfomed the following steps:

Test 1:

* Opened the CR3 file in bridge which brought up Camera Raw.  (This step created a file named "filename.acr".

*  Clicked OPEN on Camera Raw and it did not work but went directly back to Bridge.

*  Went to windows directory and right clicked the file.  Opened open with Photoshop 2023 version. This opened Camera Raw.  Clicken OPEN and it worked going to Photoshop 2023.

* Closed Photoshop without saving the file.

* Again using windows directory, right clicked the file and opened with photohop 2023.  Camera Raw opened .

* Made extensive changes to a selected area in the picture.

* Clicked OPEN and nothing happened.

* followed same procedure to open the modified Camera Raw picture using Photoshop 2022 23.5.2 and it worked fine.

Test #2.

* Opened a different CR3 file from bridge to Camera Raw.  Made basic changes to Contrast and Blacks in a Selected area.  I used Select Subject to make the selection.

* Left selection and went back to basics (I did not do this in Test #1).

* In basics I changed Contrast.

* Clicked OPEN in Camera Raw.  It attempted to OPEN Photoshop 2023 but got an error message "Could not open (IMAGE NAME)  because the file format cannot process the file".   The files which existed at the time were "filename.acr", "filename.cr3", and "filename.xmp.

* Same cr3 file opened successfully in 23.5.2 showing all the changes I made previously.

John, hopefully someone at Adobe will read this.

I am also having a problem with color set's.  Something is changing RGB to Adobe RGB even though the Edit -> color settings says it is in RGB mode.  Am doing some furthur investigation to see if my fault or something in the software.
