Windows PC - Bridge won't open external hard drive

I've seen solutions for this for Mac in this community forum but not PC.

Bridge will see the drive but when you click the arrow to expand, nothing happens.

Tried restarting, resetting preferences, nothing fixes it.

The drive is accessible from Windows Explorere just fine.
