Captivate 9 and publishing as a PDF or in HTML5

We are attempting to publish a project in Captivate 9 as a PDF.  This project is suppose to call other projects to play when a button is clicked.  This project worked when published as a SWF.  It won't work when published as a PDF or in just HTML5.

We have a Flash Player embedded in the server hosting this project and our standard for the Acrobat Reader is version 11.

Any suggestions would be greatly appreciated.
