We have a published CP9 project that works fine when hosted on one server. When hosted on a different server all that happens is the loading screen pops up. It makes a grinding noise and the loading screen flickers continuously. In the background it shows elements of the opening screen but not where the should be.
I've never externalized any resources but since the server folks were asking for the lessonname_skin.swf I decided to try externalizing and wala there was the file they'd been looking for. Unfortunately when they reposted the same issue continues. Still seeing a CP 9 loader flashing and I made sure it was from the AS3 folder and the Adobe 4 background. The course never loads or continues.
I still think this is related to something awry with your LMS or web server.
Try uploading this same Cp9 project to SCORM Cloud online LMS or some other web server entirely and see if you observe the same issue there. If you don't see it in another server, then your server guys have some more digging to do.
