CP8 Custom hot spot question works in the lesson but not in the assessment

We have a CP8 project where we've created a custom hotspot.  It works fine in the lesson but the same hotspot used in the tutorial works except it won't advance to the next screen.

The hotspot is a smartshape used as a button.  When the incorrect choice is clicked it gives feed back and shows the correct answer.  The next button seems to come alive but when it is clicked it doesn't do anything just sits there.
