Captivate 2019 has a table widget. On the ribbon, choose Interactions > Learning Interactions > Table Widget.

Learner is not able to enter text in the Table interaction, it is very limited, needs refurbishing because it is one of the very old widgets.

Can we create accessible table in captivate which is accessible both by keyboard and screen reader?

Another option is to create a HTML table and add the HTML page as a Web object or HTML animation into Captivate.

This would also enable you to load the data into the table dynamically i.e. from a seperate XML, JSON etc file.

If you mean the ability for YOU to add text to your tables, I did a video awhile ago on how to do this for responsive design. It isn't a capability of Captivate but rather a clever way of using smart shapes and the position panel.

Not out of the box. To enter text you either need to use Text Entry Boxes or instances of the Scrolling Text interaction.
