The Adobe Publisher add-in is removed from Office 2013 when the end-user's administrative privileges are removed

I believe the title is fairly straightforward but I'm encountering this issue.

I've uninstalled and reinstalled adobe presenter, and I've re-installed office 2013. Neither of these seemed to have fixed this issue.

I'm open to any/all suggestions.
