It Worked! the characters body was still a bit shaky and it looked like he was stomping around so I moved the origin up to the middle of the character instead of at the feet. Now he is walking much smoother.

My first thought would be to try to play with the head and neck tagging.  Having them tagged at the same point could be what's causing the issue.  Try moving the "neck" tag to the body layer instead of the head layer.  Just a thought.
