Arm rigging with walk behavior

Hello all, I have a character with a walk behavior. Both arms are rigged with sticks, shoulder, wrist, and elbow tags, and they have the Limb IK behaviors to avoid stretching. They swing as I desire, but I want to be able to drag the both arms independently and without distorting limbs or hands while my character is walking. I've tried removing the elbow and wrist tags, but that just stops the arm swinging.

 

Any pointers? Thanks!

I improved my puppet a little.
Use the A key on your keyboard to switch from a normal arm swing to a freely draggable arm.

1) Divide the layer structure into "Arms" and "Head and Body".

 

2) Tag the Arm layer with "Shoulder", "Elbow", and "Wrist", and add "limb IK" behaviors.
