Average Turnaround Time When Using Ch?

Hi all,

I was wondering what is the usual turnaround time for a small crew (about 3-4) for a 10-15 minute animated episode? (I know the specs are kind of vague, I'm just looking for the average to make the budget). Also another quick question: when I'm looking into how much to pay my crew for designing and animating the character puppets should I consider them 2d animators? illustrators?
