Backgrounds in Ch

I was wondering if anyone could suggest a tool or program that would allow me to move images around and draw, while the puppets are performing in the foreground?

(For example, a teacher would be the puppet, but what could I use to manipulate the background as if it were the teacher/puppet chalkboard?)
