There's actually nothing wrong here. The only mouths that will react to your mouth shapes from the camera are 'neutral,' 'smile,' and 'surprise.' If the Blank puppet doesn't have any of those then it will only move it's mouth when you turn on your microphone and give it audio. Those mouth shapes are chosen based on the sounds you make, not the shape of your mouth.
