body distortion

i am working on a walk puppet but when i switch to record mode, the head starts getting distorted.i have a neck on its own layer but not independent. the head keeps squashing around the neck area.The head has two tags ,that is the neck and head so i tried untagging it as a head but it still did not work. Any ideas of how i can solve this?
