body movement not influenced by head tracking (head works)

Hello, I have a simple character with body and head. The head moves around with head tracking but the body stays still. I'm following the rigging tutorial with the simple blue character and the body immediately starts moving. Similar questions often get the answer to set head position strength to 0 but all that does is restrain the head movement. I want the body to move also. Does anyone have an idea of what I'm missing?
