Bright Beaming Lights Effect?

Does anyone know if there's an effect I can use to make bright beaming lights like this?

Not directly in CA

Are these to be a static image or animated?

Or would i apply the effect in Illustrator?

I'm assuming that you have the full CC suite of programs since you have CA?

So, for an animated version of light beams or such:

make your character in CA

export the video

composite it in After Effects

( where making the light beams will be quite straitforward)

Illustrator is not the tool for this job
